The Bhatera Union Parishad was established on March 2, 1989 by a gazette notification from Baramchal Union.


The union parishad is located in Kulaura upazila of Moulvibazar district. It is located 22 km northwest of the upazila on the west bank of Hakaluki Haor. Schools, colleges, madrasas and many other institutions are inhabited by wise people and are endowed with natural beauty. The rivers, canals and beels of Haor are rich in mineral resources. Unions were formed with 15 mouzas and 25 villages. In 1992, a 1-storey building with 3 rooms was constructed. Mr. AH Mopazzal Karim, Acting Additional Secretary, Ministry of Textiles, inaugurated the Kriti Sontan of Vatera Union on 18/02/1993. The Union Complex was later built in 2003 on .54 acres of land.
